Specialist Disability Accommodation is funded through the NDIS for participants who need specialist housing solutions. Eligibility depends on your disability, support needs and current living situation.

Choosing an SDA Provider in ACT

The ACT is the largest and most competitive SDA market in Australia. That means more choice, but also more variation in provider quality. Not all SDA providers operate the same way and understanding the differences can protect your interests and your independence. Here's what to look for.

Housing and Support Separation

If your client is highly likely to receive SDA funding, Enliven can arrange an independent third-party eligibility assessment at no cost. The assessment is conducted by a specialist team separate to Enliven to ensure an impartial evaluation.

Purpose-Built, Not Converted

Some SDA stock on the market is converted residential housing that meets minimum standards on paper. Every Enliven property is designed and built as specialist disability accommodation from the ground up, with assistive technology provisioned into the build.

Independent Complaints Process

Ask any provider how they handle complaints. Enliven uses Elker for independent, anonymous complaints handling and won the 2026 ADR Project of the Year Award. Our Choice Collective gives tenants a direct voice in how properties are managed.

No Bundling, No Lock-In

Some providers require you to use their support services as a condition of your tenancy — bundling SDA and SIL to capture both funding streams. This limits your choice and can make it harder to leave. Enliven has no SIL services to sell. Your tenancy is never conditional on who provides your support.

Enliven Housing offers a unique approach to Specialist Disability Accommodation (SDA), combining luxury homes with a strong sense of community. Our portfolio includes one- and two-bedroom apartments within multi-unit developments, along with stand-alone shared houses and villas.

Each SDA home is purposefully positioned—whether across different levels of an apartment building or as individual dwellings within a neighbourhood—to foster a diverse and inclusive living environment. This design reflects our Choice Collective Model, giving tenants the chance to connect with neighbours—both fellow SDA participants and the wider community—encouraging social connection, independence and meaningful participation in everyday life.

When it comes to SDA housing, we support three distinct SDA design categories:

Improved LiveabilityDesigned for people who have sensory, intellectual or cognitive impairment. These properties are designed to not only make it easy to manoeuvre through the property, but the doorways, handles and switches are all clearly visible to allow for seamless access.
Fully AccessibleDesigned for people with significant physical impairment. Wheelchair users will benefit from this design category as there are no steps in a Fully Accessible home. The doorways are wide and the bathroom and kitchen are made to be used by people either in a seated or standing position.
High Physical SupportThis type of SDA home has all the amenities of a Fully Accessible SDA with additional features including provision for hoist if required and a backup UPS (Uninterruptible Power Supply) for important equipment when there is a power outage. Provisioning for AT in this category is more extensive and you will be able to apply to have voice or remote-controlled doors, lights and heating. Specifically designed to ensure those with significant physical impairments and critical needs can access it effortlessly.

Your SDA funding covers the actual property or the ‘bricks and mortar’.

Your SIL or ILO (Individual Living Options) funding pays for the people who deliver support and your daily living services to help you live more independently.

You can get these services on their own or at the same time. You don’t need to live in an SDA housing to get SIL support.

The separation of these two functions allows you to choose where you live and who supports your daily living needs. Enliven Housing specialises exclusively in housing and tenancy services, not personal support.

We collaborate closely with our tenants and their chosen support providers to ensure the achievement of stable housing, effective support arrangements and an improved quality of life.

Our tenancy model at Enliven Housing entails tenants becoming members of a Collective and actively engaging with the Onsite Support Provider.

Yes, you can still be eligible to live in an SDA housing if you are an NDIS participant with SDA funding in your plan. However, if you are over 65 and not currently an NDIS participant, you cannot become one after reaching this age. NDIS eligibility is determined before the age of 65, and new participants cannot join beyond this age.
